2010 Management and Control Project of Construction Sites and Fugitive Emission in Tainan City which followed the past years’ rountin on inspecting the construction sites and promoted latest relvent regulations from Jul. 12, 2010 to Jul. 11, 2011. During this period, total of 1,595 new contruction sites declared Air Pollution Fee which amounted to 40,222,671 NT dollars. Among those sites, 113 sites only needed to delare documatations without paying Air Pollution Fee. Fuhtermore, there are 2,283 construction sites still under contruction, including 122 sites paid under 100 dollar on air pollution fee, In order to increase employers’ awareness on eviromental protection, this project proceeded with 4,212 patrols among 467 patrols on weekends. Total obseration sites were 2,280,and 1,949 sites were under this project’s observation list, the observation rate was 85.4%. All sites could produce up to 4,610.71 tons acrroding to our estimative calculation from Jul. 2010 to Jul. 2011, Observed 1,949 construction sites produced up tp 4,502.92 tons of total TSP emission of 97.66. Through this project’s management, the average reducing rate was 64.68 % that casuesed actual TSP emission to 2,982.40 tons. In Regulations Governing of Environment law part, all coincident rate approach 84.52%. The 570 first level sites coincided laws and regulations in 588 sites, and the coincident rate was 96.9%; The 1,167 second level sites coincided laws and regulations in 1,244 sites, and the coincident rate was 93.8%. The BEP raised 402 notifications to violation proprietors and informed 3 illegal regulations. The counselable proprietors applied 3 alternative prevention plans, and BEP adopted all of these plans. The patrol members not only inspected on-site condition and reported to Bureau of Evironmental Protection (BEP) but also gave suggestion on air pollution control facility installation by the regulations. In addition, we promoted adopting street wash and sweep to construction site’s employers, and 68 employers agreed to involve with this movement . During the period of this project, sampling tests 30 times of diesel engine oil on construction sites, 40 spots with measuring TSP, published 12 news and 213 patrols about dengue fever. On part of conference and workshop, we held 4 staff training meeting , 2 patrol training, 2 explanatory conference, and 8 consulting meeting about reducing emission.
